The notion of risk is nowadays at the heart of the decision-making process of both political and economic actors. Developed modern societies are said to be "risk societies". Developing countries, and in particular emerging countries, whose dynamics of economic, political, social, environmental, and technological change are rapid and difficult to predict, have also become a major source of risk for the world economy as a whole and international relations. Thus, risk management has become a central aspect of political (public policies) and private (companies, NGOs, etc.) governance. The methods of analysis require the implementation of specific tools and processes. They combine both quantitative and qualitative analysis tools and require skills in political science, economics, social sciences, project engineering, management, etc. applied both at the regional or national level and at a more micro level, i.e. the project.

Objectives

1. to train students to become professional executives working in the countries of the Global South in different types of organization (NGOs, companies, consultancy firms, cooperation and development aid institutions, etc.);

2. to provide students who intend to pursue careers in this field with solid training in multidisciplinary and comparative skills and develop their ability to apply those skills in different locations  (Africa, Asia, Latin America, the Arab world, the Middle East). Familiarize them with issues associated with North-South relations and solidarity (sustainable development, public-private cooperation, corporate social responsibility, etc.);

3. to provide professionals with specialized training that will enable them to meet the various demands related to the geographical mobility of activities and job versatility, as there are more and more bridges between the different occupations;

4. to train students to become risk managers capable of setting up projects and assessing the context and risks associated with a cooperation, development or economic investment project in a country of the South.

Knowledge and skills

The primary focus of this Master's program is Country and Project Risk analysis and methodology. The Risk management in the Global South Master's program, therefore, encompasses a process of professionalization (conducted in groups of 8-10 students) which takes place over the course of the year (January-January) and involves a "real" risk assessment, for sponsors in the sectors of public cooperation (international, national or local), NGOs and the commercial private sector (companies, banks). Using a multidisciplinary analytical framework, the method makes it possible to study the risks associated with a developing country. The projects include development actions (sponsored by an NGO, an Embassy, an international organization, the UN, etc.), a project for creating a business or an export project (extension of a wind farm in Ethiopia, structuring of an agricultural value chain in the Ivory Coast, construction, for Gaz de France, of a gas pipeline in Central Asia, creation of a car manufacturing plant and/or export business for an automobile company).

In this perspective, the classes are conducted by a multidisciplinary team of teachers (politicians, lawyers, economists, anthropologists, geographers, financiers...), by researchers from several research laboratories in (LAM, CED, GREThA, COMPTRASEC, BSA...), as well as by professionals (NGOs, AFD, Ministries, EU, UNDP, Enterprises, Consultants...). The GRPS course is a professionalizing course that aims to develop in students knowledge and experience directly applicable on the ground (project and risk analysis methodology, multidisciplinary approach, case study seminars, group work...).
