The purpose of this class is to give a general overview of public finances and their recent transformations. It examines the major changes that have affected the field of public finance since the beginning of the 21st century, but also the main legal instruments in this field. For this purpose, we will study the LOLF (Organic Law relating to Finance Laws) and the new budgetary rules resulting from the tightening of European fiscal discipline. The class will also discuss public finance controls, whether political, administrative or jurisdictional.
No specific prerequisites. However, a sound knowledge of the Fifth Republic, of the mechanisms of the parliamentary system and of basic economic concepts is welcome.
The number of ECTS credits and the assessment methods are likely to be different for students in credit exchange programmes.
The course requires student attendance and active participation (questions-responses) but also individual work at home (reading notes, practice).
